Treat Level: Bear higher aggro with higher value. The enemies tend to attack heroes with higher Treat Level.

Damage Increase against Elites: Increase damages against Elite mobs.

Cooldown Reduction will be calculated before others.
For example:
The Skill default CD time is 10 seconds
When equipped with an equipment with “Cooldown Reduction 10%”and “Cooldown Reductoin on Crit 10%” at the same time.
The Skill CD time will become 9 seconds, and reduce cooldown time for 0.9 seconds when triggered critical hit.
